Probably because they're free and/or so obscure the Chinese government can't track them.

998 means "will be rich" in Chinese (sounds similar to å°±å°±å‘ï¼‰ and is a very common pricing in China. hence the hostname.

The hostname of 466chan, on the other hand... (it's a Kingdom Hearts reference)
